Letter from the Chairman of the Committee
to David Jamieson MP, Parliamentary Under-Secretary of State,
Department of Transport, Local Government and the Regions
Thank you for your Supplementary Explanatory
Memorandum dated 17 April which Sub-Committee B considered at
its meeting on Monday 29 April.
As you noted in your SEM, we have already lifted
the Scrutiny reserve on this document.
We share your dismay at the way in which this
subject has been advanced both in the Transport Council and in
the European Parliament. Given the requirement to observe Qualified
Majority Voting (QMV), it was, as you predicted earlier, unlikely
that the UK would be able to muster sufficient support in the
Transport Council to change the basic thrust of this Directive.
We hope, however, it will be possible to hold
the Commission to the suggestion that it should review the application
of this Directive 18 months after it comes into force and to examine
the possibility of introducing Intelligent Speed Adaptation (ISA).
