Letter from Lord Carter, Government Chief Whip,
House of Lords, to the Chairman of the Committee
Thank you very much for your letter of 29 October
enclosing a copy of your Committee's special report for 1998-99
on the Committee's work. The work which your Committee does is
highly respected both by the House and by the Government. In session
1998-99, the Committee had to deal with a large number of bills
and a large number of amendments, sometimes at short notice. It
has been of great benefit to the House that the Delegated Powers
and Deregulation Committee has responded so quickly on each occasion.
I shall read your report for 1998-99 with great attention.
In particular I note the recommendations contained at paragraphs
36 and 37 in relation to the procedures which you would like Ministers
to follow when referring matters to your Committee. My Private
Secretary has drawn the attention of all Lords Ministers' Private
Secretaries to these paragraphs and I hope that this will help
to ensure that your recommendations are implemented.
In your letter, you invite me to comment on any aspect
of the Committee's work. If, when I have read the report in detail,
I have any comments to add I will let you know.
