Memorandum by Blackpool Borough Council
Blackpool Borough Council wishes to comment
on Clause 2(7) of the draft Bill relating to the proposed size
of the Executive.
It is the Council's view that for Unitary Councils
which comprise a comparatively small number of Members, the size
of the Executive proposed will be too small to enable the Executive
Members to adequately discharge their responsibilities, and that
such Councils should be permitted to appoint at least nine Councillors
to serve on their Executive. Arguably, the size of the Executive
is a function of the extent of the services provided and not,
in our view, a product of an historical decision about the number
of elected members on a local council.
To illustrate the point made by the Council,
set out below is a summary showing the effect of the proposal
in 10 neighbouring all-purpose authorities.
