Mesothelioma (Amendment) (No. 2) Bill (HC Bill 114)
Amend the Mesothelioma Act 2014.
Be it enacted by the Queen’s most Excellent Majesty, by and with the advice and
consent of the Lords Spiritual and Temporal, and Commons, in this present
Parliament assembled, and by the authority of the same, as follows:—
1 Amendment of the Mesothelioma Act 2014
(1) The Mesothelioma Act 2014 is amended as follows.
(2) After section 13(1) (the levy), insert—
The regulations mentioned in subsection (1) must provide for the levy
to include a research supplement in accordance with subsections (1B)
to (1D) (in addition to the amounts set for the purpose specified in
(1B) The research supplement—
must be expressed by regulations under this section as a
percentage of the amount set for the purpose specified in
subsection (1) in accordance with subsections (2) to (5), and
(b) may not exceed 1% of that amount.
Regulations under this section must include provision about the
application of the research supplement; in particular, the regulations—
must include provision for amounts raised by way of the
research supplement to be applied by way of grants or other
financial assistance for research into mesothelioma;
must require the scheme administrator to make arrangements
for the application of the research supplement;
may allow the scheme administrator to arrange for a body
which handles applications for research funding to administer
the research supplement on the scheme administrator’s behalf;
may allow receipts by way of research supplement in respect of
one period to be held for allocation in a later period, and for
investment of receipts pending allocation.

Before making regulations in respect of the research supplement, the
Secretary of State must consult—
(b) medical charities and research foundations, and
other persons or bodies who the Secretary of State thinks are
likely to be interested.”
2 Extent, commencement and short title
(1) This Act extends to England and Wales, Scotland and Northern Ireland.
(2) This Act comes into force on the day on which it is passed.
(3) This Act may be cited as the Mesothelioma (Amendment) Act 2016.
