Lord Lloyd of Berwick to move, as an amendment to the above motion, at end to insert but this House regrets that, following the judgment of the House of Lords in Secretary of State for the Home Department v AF and the subsequent revocation of AF’s control order on the ground that he did not have a fair hearing, Her Majesty’s Government have not, in the five years since the Act was passed, found a means of dealing with suspected terrorists that is just and effective; and calls on the Government to introduce primary legislation to limit the duration of control orders to a maximum of one year, without renewal.

7 Fiscal Responsibility Bill Lord Myners moved that the bill be now read a second time. Then Baroness Noakes moved, as an amendment to the motion that the bill be now read a second time, at end to insert but this House regrets that the Bill may pass into law without consideration of clauses 2 to 6 in either House of Parliament, and affirms that the principle of full parliamentary scrutiny of proposed legislation in at least one House of Parliament is conducive to the proper conduct of constitutional government. After debate, the amendment was withdrawn. Then the original motion was agreed to and the Committee was negatived. Then, Standing Order 47 having been dispensed with, the bill was read a third time and passed.
8 Financial Services and Markets Act 2000 (Regulated Activities) (Amendment) Order 2010 Lord Myners moved that the Order laid before the House on 19 January be approved. After debate, the motion was agreed to.
9 European Union: Directive on the protection of animals used for scientific purposes (EUC Report) Lord Carter of Coles moved that this House takes note of the Report of the European Union Committee on the revision of the EU Directive on the protection of animals used for scientific purposes (22nd Report, Session 2008-09, HL Paper 164). After debate, the motion was agreed to.
10 Royal Assent The Deputy Speaker (Viscount Simon) notified the Queen’s Assent to the following Acts:
