2   Viscountcy of St Davids in the Peerage of the United Kingdom The Petition of Rhodri Colwyn Philipps to have succeeded to the Viscountcy of St Davids in the Peerage of the United Kingdom and praying that the Clerk of the Parliaments might be directed to enter the petitioner as Viscount St Davids on the register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 11.

Private Business

3   City of Westminster Bill [HL] The Chairman of Committees moved that this House resolves that the promoters of the City of Westminster Bill [HL] which was originally introduced in this House on 22 January 2009 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills). The motion was agreed to and a message was sent to the Commons.

9   Groundwater (England and Wales) Regulations 2009 Baroness Royall of Blaisdon moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

10   Apprenticeships, Skills, Children and Learning Bill The bill was further considered in Committee, beginning with amendment 124C. Amendments were considered. The House resumed after clause 53 was agreed to.

11   Libya Baroness Kinnock of Holyhead repeated a ministerial statement made in the House of Commons.

12   Sale of Government assets Lord Myners repeated as a ministerial statement the answer given to an Urgent Question asked in the House of Commons.

13   Apprenticeships, Skills, Children and Learning Bill The bill was further considered in Committee, beginning with amendment 136C. Amendments were agreed to. The House resumed.

14   Pharmacies A question was asked by Lord Clement-Jones and, after debate, answered by Baroness Thornton.

The House adjourned. The House resumed.

15   Apprenticeships, Skills, Children and Learning Bill The bill was further considered in Committee, beginning with amendment 149A. The House resumed after amendment 153A.
