The conduct of Lord Cunningham
of Felling
1. The Sub-Committee on Lords' Interests has
investigated the conduct of Lord Cunningham of Felling, following
a complaint made against Lord Cunningham by Norman Lamb MP.
2. The complaint dates back to February 2008.
It was initially considered by the previous Sub-Committee, under
the Chairmanship of Lord Woolf. However, the procedures under
which Lord Woolf conducted that investigation were at that time
under review, and we therefore decided that a decision on this
complaint should be deferred until the new procedures were in
place.[1]
3. The Sub-Committee have dismissed Mr Lamb's
complaint, and we endorse this conclusion.
4. In view of the time taken to complete the
investigation, and the complexity of the issues raised, we have,
exceptionally, agreed to the Sub-Committee's request that their
report should be published in full. We also remind Members that
a Leader's Group, under the chairmanship of Lord Eames, is currently
reviewing the Code of Conduct, and that the Group is expected
to report in the autumn.
