It was ordered and adjudged that the issue raised in the opinion of Lord Hoffmann, sitting as a member of an Appellate Committee of this House, be referred to the Court of Justice of the European Communities for a preliminary ruling under Article 234 of the Treaty establishing the European Community in the form of a question to be formulated by the House; that the formulation of the said question be deferred in order that the parties may make any comments within 14 days on the form of the reference or question referred; and that further consideration of the appeal be adjourned sine die. 2    Common Services Agency (Appellants) v Scottish Information Commissioner (Respondent) (Scotland) The appeal of the Common Services Agency was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 4 April.
