The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Portsmouth.

Judicial Business

1.  Criterion Properties plc (Appellants) v. Stratford UK Properties llc (Respondents) and others (England)—The appeal of Criterion Properties plc was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 19th May next.

2.  Manchester City Council (Respondents) v. Finn (FC) (Petitioner)—The petition of Joleen Finn praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.

3.  Brown (AP) (Petitioner) v. Secretary of State for Northern Ireland (Respondent) (Northern Ireland)—The petition of Chalmers Brown praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.

4.  Regina v. Matthews (Petitioner)—The petition of Mark Anthony Matthews praying for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.

5.  Kirin-Amgen Inc and others (Appellants) v. Hoechst Marion Roussel Limited and others (Respondents)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 21st May next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed.

6.  Appeal Committee—The 40th Report from the Appeal Committee was agreed to and the following Orders were made—

    Assicurazioni Generali SpA (Respondents) v. Arab Insurance Group (BSC) (Petitioners)—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

    Barclays Mercantile Business Finance Limited (Respondents) v. Mawson (Her Majesty’s Inspector of Taxes) (Petitioner)—That leave to appeal be given; and that the petition of appeal be lodged by 24th April.

    Her Majesty’s Commissioners of Inland Revenue (Petitioners) v. Trustees of the Sema Group Pension Scheme (Respondents)—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

    Beynon and Partners (Respondents) v. Her Majesty’s Commissioners of Customs and Excise (Petitioners)—That the respondents be invited to lodge objections by 24th April.

    Jerome (Petitioner) v. Kelly (Her Majesty’s Inspector of Taxes) (Respondent)—That leave to appeal be given; and that the petition of appeal be lodged by 24th April.

    Flightline Limited (Petitioners) v. Edwards and another (Respondents)—That the respondents be invited to lodge objections by 24th April.

    Rahman (t/a Khayam Restaurant) (Petitioner) v. Her Majesty’s Commissioners of Customs and Excise (Respondents)—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

Select Committee Report

9.  Human Rights—The 8th Report from the Joint Committee, Scrutiny of Bills: Further Progress Report, was made and ordered to be printed. (HL Paper 90)

Public Business

10.  European Parliament (Representation) Bill—The bill was read a third time; amendments were agreed to; then the bill was passed and returned to the Commons with amendments.

11.  Regional Assemblies (Preparations) Bill—The report was received; amendments were moved and (by leave of the House) withdrawn; amendments were disagreed to (see division lists 1, 2 and 3); amendments were agreed to; a further amendment was agreed to (see division list 4); further consideration on report was adjourned.

12.  Co-operatives and Community Benefit Societies Bill—A bill to enable the law relating to co-operatives and community benefit societies registered under the Industrial and Provident Societies Act 1965 to be amended so as to bring it into conformity with certain aspects of the law relating to companies; to permit a registered society whose business is conducted for the benefit of the community to provide that its assets are dedicated permanently for that purpose; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. (HL Bill 57)

13.  Co-operatives and Community Benefit Societies Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 57-EN)

14.  Police (Northern Ireland) Bill [HL]—The bill was returned from the Commons with the amendments agreed to.

15.  East Africa—The Lord Freeman asked Her Majesty’s Government whether progress to date with the efficient use of resources in East Africa arising from debt relief and increased direct overseas aid is satisfactory; after debate, the question was answered by the Baroness Amos.

The House was adjourned during pleasure.

The House was resumed.

16.  Regional Assemblies (Preparations) Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned after amendment 23.
