The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Guildford.

Judicial Business

1.  Department of the Environment Driver Vehicle and Testing Agency (Respondents) v. McNicholas Construction Services Limited (Petitioners) (Northern Ireland)—The petition of McNicholas Construction Services Limited praying for leave to appeal in accordance with the Judicature (Northern Ireland) Act 1978 was presented and referred to an Appeal Committee (lodged 3rd April).

2.  Malory Enterprises Limited (a company incorporated under the laws of the British Virgin Islands) (Respondents) v. Cheshire Homes (UK) Limited (Appellants) and others and another (Respondent)—The appeal was set down for hearing and referred to an Appellate Committee (lodged 3rd April).

3.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

    Transfer of Prisoners—Agreement between the United Kingdom and Sri Lanka on the Transfer of Prisoners, together with an Explanatory Memorandum.    (5792)

4.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Miscellaneous Food Additives (Amendment) (England) Regulations 2003, laid under the Food Safety Act 1990;    (1008)

    2.  Home Energy Efficiency Scheme (England) (Amendment) Regulations 2003, laid under the Social Security Act 1990.    (1017)

5.  Paper not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

  (i)  Community Legal Service Fund Specific Budgets for 2002-03: Amending Direction—

  (ii)  Community Legal Service Fund Specific Budgets for 2003-04: Direction—

      laid under the Access to Justice Act 1999.

Public Business

6.  Code of Guidance on Sites of Special Scientific Interest: Encouraging positive partnerships—It was moved by the Baroness Farrington of Ribbleton that the draft Code of Guidance laid before the House on 5th February be approved; after debate, the motion was agreed to.

7.  Code of Recommendations for the Welfare of Livestock: Cattle—It was moved by the Baroness Farrington of Ribbleton that the draft Code of Recommendations laid before the House on 26th February be approved; after debate, the motion was agreed to.

8.  Farm Waste Grant (Nitrate Vulnerable Zones) (England) Scheme 2003—It was moved by the Baroness Farrington of Ribbleton that the Scheme laid before the House on 10th March be approved; after debate, the motion was agreed to.

9.  Electricity and Gas (Energy Efficiency Obligations) (Amendment) Order 2003—It was moved by the Baroness Farrington of Ribbleton that the draft Order laid before the House on 13th March be approved; after debate, the motion was agreed to.

10.  Misuse of Drugs Act 1971 (Modification) Order 2003—It was moved by the Lord Davies of Oldham that the draft Order laid before the House on 12th March be approved; after debate, the motion was agreed to.

11.  Prevention of Driving under the Influence of Drugs Bill [HL]—It was moved by the Lord Dixon-Smith that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

12.  Equality Bill [HL]—The report was received; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 56)

13.  General and Specialist Medical Practice (Education, Training and Qualifications) Order 2003—It was moved by the Baroness Andrews that the draft Order laid before the House on 3rd March be approved; after debate, the motion was agreed to.

The House was adjourned at four o’clock
