  Your Explanatory Memorandum of 6 January on this proposal has been considered by Sub-Committee D.

  As with the separate proposal on "denied boarding", we feel that the Government's position on the proposal, as set out in the EM, raises questions about the consistency of policies of support for the aviation industry (particularly short-haul low-cost carriers) with measures to curb global atmospheric pollution. These are relevant to the Committee's scrutiny of aviation measures generally.

  We would be interested, therefore, in tracking the further progress through the Council of the noise classification proposal. I should be grateful if you could let us have a progress report in good time for the next Council meeting at which decisions will be sought. Meanwhile we are clearing the present document.
