Letter from the Chairman to Alan Michael MP, Minister of State (Rural Affairs and Urban Quality of Life), Department for Environment, Food and Rural Affairs

  Thank you for your Explanatory Memorandum dated January 2003 which Sub-Committee B considered at its meeting on 10 February.

  Before we are able to consider whether the proposed Directive is balanced and proportionate, we need to see the regulatory environmental impact assessment (REIA) that your Department has commissioned. We understand that this will be produced by April 2003. We should also welcome a clearer view of the position of the Government on this issue. Your Explanatory Memorandum recognises that there may be costs for manufacturers. Your REIA will attempt to set these out but presumably you have an opinion about the desirability or otherwise of this proposed Directive.

  In the circumstances, we maintain the Scrutiny reserve on this document until the REIA is submitted.
