Select Committee on European Union Forty-Ninth Report

Letter from the Chairman to David Jamieson MP

Thank you for your Explanatory Memorandum dated 4 March 2003 which was considered by Sub-Committee B at its meeting on 10 March.

We have noted the erratum change: that the proposal is for a Directive, not a Regulation.

The objective of the proposals seems sensible. We agree with the Government that it would make greater sense to avoid duplicating the assessment of certificates from non-EU Member States. Such assessments should be done centrally by the Commission and the European Maritime Safety Agency (EMSA).

We see no reason to maintain the Scrutiny reserve on this document and it is accordingly lifted.
