Letter from the Chairman to Mr David Jamieson MP, Parliamentary Under-Secretary of State, Department for Transport

Thank you for your Explanatory Memorandum dated 4 December 2002 which Sub-Committee B considered at its meeting on 16 December.

  We note that little progress has been made in the Working Groups, and that there has been limited support from other Member States for the United Kingdom contention that secondary trading has led to a more efficient use of slots at congested airports. This is disappointing, but not unexpected.

  We note that you expect little progress to be made on the proposal until the publication of the consultant's report in the summer of 2003. We maintain the Scrutiny reserve on this document (EM 14205/02), although we lift it on 10288/01 which has now been superseded.

  Thank you for your letter dated 24 June and the Second Supplementary Explanatory Memorandum dated 25 June which Sub-Committee B considered at its meeting on 8 July.

  We are grateful for this interim response to my letter dated 29 May and for the Regulatory Impact Assessment (RIA). We note that the RIA does not really take matters very much further: not one of the three options it outlines is self-evidently better than the other two. We assume that we shall have to await discussion in the Council Working Groups to see in what way the Presidency intends to take this forward.

  In these circumstances, the Scrutiny reserve on this document is maintained, and we would wish to be kept informed as discussions begin.
