Letter from the Chairman to Ruth Kelly MP, Financial Secretary, HM Treasury

  Thank you for your explanatory memorandum dated 15 October which Sub-Committee B considered at its meeting on 2 December.

  The Commission's concerns are laudable. We understand that there is to be a wider debate as to how the European Union can stimulate expenditure on research and development (R&D) and that the conclusions from this debate will be put before the European Council early next year.

  The Commissioner for Enterprise and Information Society, Erkki Liikanen, announced on 25 November that the Commission would produce a communication on innovation policy which would concentrate on many areas from research to placing on the market. We assume that this communication will be aligned with the communication about increasing percentage of GDP that the EU devotes to promoting R&D.

  Like you, we welcome this communication and lift the Scrutiny reserve on this document.
