Letter from the Chairman to Mr David Jamieson MP, Parliamentary Under-Secretary of State, Department for Transport

  Thank you for your Explanatory Memorandum dated 18 July 2002 which Sub-Committee B considered at its meeting on 14 October 2002.

  Like you, we would prefer that the Commission did not pursue this proposal—at least until the outcome of the diplomatic conference on the supplementary fund is known. We are not persuaded by any of the arguments advanced by the Commission of the need for the proposal at this stage. We fully support the line the Government is taking in negotiation.

  We note that in practice it is unlikely that the Commission's proposal will be taken forward by the next two presidencies of the Council of the EU, but we think it important that the Government continue to resist attempts by the Commission to finalise the proposal in a way that might be harmful to international maritime matters.

  We therefore maintain the Scrutiny reserve on this document until the outcome of the supplementary fund diplomatic conference is known.
