Letter from the Chairman to Mr Alun Michael, Minister of State (Rural Affairs and Urban Quality of Life) Department for Environment, Food and Rural Affairs)

  Thank you for your Explanatory Memorandum dated January 2003 which Sub-Committee B considered at its meeting on 13 January 2003.

  We note that these proposals build on the International Maritime Organisation (IMO) MARPOL annex VI proposals and extend the benefits of MARPOL annex VI to the European Union as a whole.

  On the face of it, the measures proposed would appear to be beneficial, but it is important for us to be sure that the benefits are in proportion to the costs to be imposed on the industry. The Commission's own cost benefit analysis is too general for us to be entirely at east with its findings. We look forward, therefore, to receiving the regulatory impact assessment (RIA) for the UK which you indicate will be available in the Spring of 2003. Until then, the Scrutiny reserve on this document is maintained.
