6.  The Committee reported on amendments to this bill which have been made in the Commons and which are now before the House for consideration in our 26th Report of this Session (HL Paper 172). We commented on the provision relating to the "prescribed hourly sum" which determines the rate at which the work set by a work order will discharge a fine imposed on an offender. We recommended that either an indication of the principle to be applied in deciding the "prescribed hourly sum" should be explicitly stated on the face of the bill or, if such an indication could not be specified, that the regulations should be subject to the affirmative procedure. The Government has submitted a response which is printed at Annex 3 to this Report which adopts the second of these alternatives.
