NORTHERN IRELAND (MONITORING COMMISSION ETC.) BILL [HL]

Introduction

23.  This bill makes provision for the establishment of a Monitoring Commission to monitor and report on the carrying out of various commitments deriving from the Belfast Agreement and its continuing implementation. The Commission will also have power to make recommendations to take measures where it considers that a party represented in the Northern Ireland Assembly or a Minister of the devolved administration has breached those commitments.

24.  The delegated powers in this bill are at clauses 1(2), 5, 6, 7 and 10(2) and (3). They are explained in a memorandum to the Committee provided by the Northern Ireland Office. The memorandum is printed in Annex 3 to this Report.

25.  The Committee is aware of the sensitivity of the subject matter of this bill, in particular the provision in clauses 5, 6 and 7. We consider however that the delegations are appropriate and subject to the appropriate level of Parliamentary scrutiny.

Conclusion

26.  THERE IS NOTHING IN THE DELEGATED POWERS IN THIS BILL TO WHICH THE COMMITTEE WISHES TO DRAW THE ATTENTION OF THE HOUSE.
