29.  This is a private member's bill introduced by Lord Saatchi. The purpose of the bill is to make provision for public information about the burden of taxation and for a public holiday to mark the date on which the national burden of taxation may be said to have been discharged. There is a delegated power at clause 2(1) for the Treasury to fix the date of the annual public holiday. The intention of clause 2(5) is to make the order subject to affirmative procedure.


30.  There is nothing in the delegated powers in this bill to which the Committee wishes to draw the attention of the House.
