1.Lord Bishop of Liverpool—James Stuart Lord Bishop of Liverpool was introduced between the Lord Bishop of Oxford and the Lord Bishop of Sheffield; and took and subscribed the oath pursuant to statute.

Judicial Business

2.Stewart (AP) (Respondent) v. Perth and Kinross Council (Appellants) (Scotland)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 25th November next (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.
3.Regina v. Ashworth Hospital Authority (now Mersey Care National Health Service Trust) (Petitioners) ex parte Munjaz (FC) (Respondent)—The respondent’s certificate of public funding was lodged.
4.Appeal Committee—The following Orders were made pursuant to the 74th Report:

Regina v. Specialist Training Authority of the Medical Royal Colleges (Respondents) ex parte Lambiris (Petitioner)—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

Mersey Care NHS Trust (Petitioners) v. Ackroyd (Respondent)—That leave to appeal be refused; that the respondent be at liberty to apply for his costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

5.Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

Defence—Ministry of Defence Minute concerning the gifting of a non-core Ministry site in Northern Ireland to the Office of the First Minister of the Northern Ireland Executive.

7.Privileges—It was moved by the Chairman of Committees that the Lord Roper be appointed a member of the Select Committee in the place of the Lord Wigoder; the motion was agreed to.
8.Human Rights—A message was brought from the Commons that they have amended their Standing Order No. 152B relating to the Joint Committee on Human Rights, so that paragraph (5) now reads:

“(5) The quorum of the committee shall be two.”

9.Health and Social Care (Community Health and Standards) Bill—The House again resolved itself into a Committee upon the bill; an amendment was moved and (by leave of the Committee) withdrawn; the House was resumed for a statement; the House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; an amendment was disagreed to (see division list 1); the House was resumed.
10.Railways—The Lord Berkeley asked Her Majesty’s Government whether the quality and effectiveness of the United Kingdom’s railways are satisfactory; after debate, the question was answered by the Lord Davies of Oldham.
11.Health and Social Care (Community Health and Standards) Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; amendments were disagreed to (see division lists 2 to 5); the House was resumed after amendment 455.
