(d)  under Part 4 in relation to funding of regional chambers.
(2)  The person or body must exercise their function with regard to the need to ensure full and equal access for disabled people.
(3)  For the purposes of subsection (2), the person or body must have regard to national policies and advice in guidance issued by the Secretary of State."
