"(   )  If the Secretary of State does not make an order pursuant to subsection (1), he shall nevertheless consider the matters referred to in subsection (8) with a view to requesting the Boundary Committee for England to consider the division of any region into two or more areas to be treated as regions for the purposes of this Act."
