Clause 2

Page 2, line 20, leave out subsection (1) and insert—
"(   )  The questions to be asked in a referendum held in pursuance of an order under section 1 are:
1.  "Should there be an elected assembly for the (insert name of region) region?"
2.  "Should county and district councils in your region be reorganised and replaced with unitary authorities responsible for delivering all local government services?""
Page 2, line 23, at end insert "(The ((insert name of region) region comprises (insert names of all counties, metropolitan boroughs and unitary authority districts within the region))"
Page 2, line 24, leave out subsection (2) and insert—
"(2)  The question on the ballot paper shall be preceded by a statement, in a form to be prescribed by the Electoral Commission, conveying such information as the Electoral Commission believe is requisite to enable electors to understand the question and to ensure that electors understand the conclusions of the Boundary Committee review of the region.
(3)  The statement to be prescribed under subsection (2) may not include any statement about the intended functions or powers of the proposed elected assembly unless such functions and powers are defined in an Act of Parliament."
Page 2, leave out line 26 and insert "This referendum is advisory only. The Secretary of State will decide, after considering the referendum result, whether to establish an elected assembly for the"
Page 2, line 36, at end insert—
  "It is not proposed to establish an elected regional assembly in any region until at least three regions have voted in favour of the establishment of such assemblies in referenda conducted pursuant to section 1."

Page 2, line 38, after "vote" insert "in response to question 1, under section 2,"
Page 2, line 40, leave out from beginning to second "the" and insert "a parliamentary election in any parliamentary constituency, any part of which falls within the region and his address on the electoral register falls within."
Page 2, line 40, insert—
"(   )  A person is entitled to vote in response to question 2, under section 2, in a referendum held in a region in pursuance of an order under section 1 if on the date of the referendum he is entitled to vote at the election of councillors for any electoral area in the region and lives in a two-tier local government area."
Page 2, line 41, leave out subsections (2) and (3).
 

After Clause 3

Insert the following new Clause—
  "Proportion of electors required to secure a majority
(1)  A majority in favour of the proposition will not be certified by the Chief Counting Officer unless a majority of those actually voting in the referendum in each of the counties, metropolitan counties or county boroughs comprising the region support the proposition"

Page 3, line 10, at end insert—
"(   )  In determining the referendum period the Secretary of State must take advice from the Electoral Commission on the amount of time that should be allowed."

Page 3, line 18, leave out "five" and insert "ten"
Page 3, line 23, at end insert "subject to any finding to the contrary by any court of competent jurisdiction"

"(   )  Referendum polls held in pursuance of an order under section 1 may not be combined with any other polls."
