1.Lord Guthrie of Craigiebank—General Sir Charles Ronald Llewelyn Guthrie, GCB, LVO, OBE, having been created Baron Guthrie of Craigiebank, of Craigiebank in the City of Dundee, for life by Letters Patent dated in the forenoon of 27th June 2001 (see appendix 1), was introduced between the Lord Robertson of Port Ellen and the Lord Carrington, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2.Lord MacGregor of Pulham Market—The Right Honourable John Roddick Russell MacGregor, OBE, having been created Baron MacGregor of Pulham Market, of Pulham Market in the County of Norfolk, for life by Letters Patent dated in the forenoon of 5th July 2001 (see appendix 2), was introduced between the Lord Mackay of Clashfern and the Lord Howe of Aberavon, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
3.Oath—Hugh Swynnerton Lord Thomas of Swynnerton took and subscribed the oath pursuant to statute.
4.Lord Archer of Weston-Super-Mare—The Lord Chancellor informed the House that the Clerk of the Parliaments had received a letter from the Clerk of the Central Criminal Court informing him that the Lord Archer of Weston-Super-Mare was, on 19th July 2001, convicted on two counts of Doing Acts Tending and Intended to Pervert the Course of Public Justice and two counts of Perjury and was sentenced to a term of four years imprisonment.
5.Dukedom of Sutherland in the Peerage of the United Kingdom—The Lord Chancellor reported that Francis Ronald Egerton had established his succession to the Dukedom of Sutherland in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter the Duke of Sutherland on the register of hereditary peers maintained under Standing Order 10(5).
6.Barony of Cawley in the Peerage of the United Kingdom—The Lord Chancellor reported that John Francis Cawley had established his succession to the Barony of Cawley in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter Lord Cawley on the register of hereditary peers maintained under Standing Order 10(5).

16.Standing Orders (Public Business)—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the Standing Orders relating to public business be amended as follows:

Standing Order 40 (Arrangement of the Order Paper)

Leave out Standing Order 40(6) and insert:

“(6) Any motion relating to a report from the Delegated Powers and Regulatory Reform Committee on a draft order laid under section 1 of the Deregulation and Contracting Out Act 1994 or on a draft order laid under the Regulatory Reform Act 2001 shall be entered before a motion to approve that draft order.”

18.Immigration Policy (EUC Report)—It was moved by the Baroness Harris of Richmond that this House takes note of the Report of the European Union Committee on A Community Immigration Policy (13th Report, Session 2000–2001, HL Paper 64); after debate, the motion was agreed to.
19.Ministerial and other Salaries Order 2001—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the draft Order laid before the House on 9th July be approved; after debate, the motion was agreed to.
20.Social Security (Literacy etc. Skills Training Pilot) Regulations 2001—It was moved by the Earl Russell to resolve that this House invites Her Majesty’s Government to withdraw the draft Social Security (Literacy etc. Skills Training Pilot) Regulations 2001 and to lay amended regulations which ensure that the reasons for failure to attend training are recorded and which provide that no sanction shall deprive claimants of more than 10 per cent of the sanctioned benefit; after debate, the motion was (by leave of the House) withdrawn.

29.Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2001—It was moved by the Lord Falconer of Thoroton that the draft Regulations laid before the House on 3rd July be approved; after debate, the motion was agreed to.
30.Police (Northern Ireland) Order 2001—It was moved by the Lord Falconer of Thoroton to move, That the Order laid before the House on 18th July be approved; after debate, the motion was agreed to.
31.Financial Statement and Budget Report—It was moved by the Lord McIntosh of Haringey that this House takes note with approval of Her Majesty’s Government’s assessment as set out in the Financial Statement and Budget Report 2001 and the Economic and Fiscal Strategy Report 2001–02 for the purposes of section 5 of the European Communities (Amendment) Act 1993; after debate, the motion was agreed to.
