     (  ) Regulations made under subsection (1) shall provide for the handover of records to the chief constable on cessation of business or death of registered persons."

    (  ) Regulations made under subsection (1) may not provide for the production of the vehicle registration document if the customer can show the registered person that it is inconvenient due to the distance away from where the registration document is kept." 
    (  ) Regulations made under subsection (1) may not provide for the production of the vehicle registration document if--  
 
    (a) the customer can present to the registered person the vehicle for which the registration plate is required, and
 
 
    (b) show that the vehicle is obviously kept and operated by a public limited company or local authority."

    (  ) A person who manufactures or assembles a plate or other device which is not a registration plate so as to resemble a registration plate knowing that it is not a registration plate, or being reckless as to whether it is a registration plate, shall be guilty of an offence."

    (a) traffic engineering work undertaken to prevent road accidents; and
