Establish the entitlement of each House of Parliament to resolve that a referendum be held on matters substantially affecting the constitution; to make provision as to the conduct of such referendums; and for connected purposes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-

Power to call a referendum.     1. The House of Lords may resolve, on the advice of the Constitution Committee that certain provisions of a Bill substantially affect the consitution, that a referendum be held, and make such provision as to the conduct of such referendum as may be deemed to be appropriate.
House of Commons resolution.     2. The House of Commons may resolve to accept, amend, or reject the resolution of the House of Lords made under section 1 above.
Conduct of referendum.     3. An amendment under section 2 above shall have legislative effect subject to such agreement as may be made as between the two Houses of Parliament as to provision as to the conduct of the referendum.
Agreement of both Houses.     4. No referendum may be held under this Act without the agreement of both Houses.
Withholding of Royal Assent.     5. Until the result of a referendum held under this Act is known, the Bill subject to the referendum shall not receive Royal Assent.
Financial provision.     6. The Secretary of State may make financial provision for expenditure on a referendum held under this Act.
Citation etc.     7. - (1) This Act may be cited as the Parliamentary Referendum Act 2001.
      (2) It shall come into force on such day as the Secretary of State may by order made by statutory instrument appoint.
      (3) It extends to the whole of the United Kingdom.
