Private Business

9.City of Newcastle upon Tyne Bill [HL]—A message was brought from the Commons, that they have made the following orders:

That the promoters of the City of Newcastle upon Tyne Bill [Lords] shall have leave to suspend proceedings thereon in order to proceed with it, if they think fit, in the next session of Parliament, provided that notice of their intention to do so is lodged in the Private Bill Office not later than the day before the close of the present session and that all fees due up to that date have been paid;

That, if the bill is brought from the Lords in the next session, a declaration signed by the agent shall be deposited in the Private Bill Office, stating that the bill is the same in every respect as the bill brought from the Lords in the present session;

That the Clerk in the Private Bill Office shall lay upon the Table of the House a certificate, that such a declaration has been deposited;

That in the next session the bill shall be deemed to have passed through every stage through which it has passed in the present session, and shall be recorded in the Journal of the House as having passed those stages;

That no further fees shall be charged to such stages.

10.Police (Northern Ireland) Bill—The bill was read a third time; amendments were agreed to; amendments were disagreed to (see division lists 1 to 3); amendments were moved and (by leave of the House) withdrawn; then the bill was passed and returned to the Commons with amendments.
11.Criminal Justice and Courts Services Bill—The bill was returned from the Commons with certain amendments disagreed to with reasons; with certain amendments disagreed to but with amendments proposed in lieu thereof and with amendments to the words so restored to the bill; with other amendments agreed to with amendments and with consequential amendments to the bill; and with the remaining amendments agreed to; the Commons reasons and amendments were ordered to be printed. It was moved by the Lord Molyneaux of Killead, in Clause 44, page 21, line 30, to leave out from (“for”) to end of line 43 and insert (“measures to be taken to ensure that the composition of the police service is representative of the population of Northern Ireland.

(5A) For the purposes of subsection (5) targets shall be set and schemes shall be put in place with the aim of encouraging applications from persons who are under-represented in the police service.

(5B) Before devising any schemes under subsection (5A) the Chief Constable shall consult—

(a) the Board;

(b) the Equality Commission for Northern Ireland; and

(c) the Police Association.

(5C) The Chief Constable shall report annually to the Secretary of State on the progress being made in the fulfilment of the aim of subsection (5A).”);
