118. The Bill will have no regulatory impact.
EUROPEAN CONVENTION ON HUMAN RIGHTS
119. Section 19 of the Human Rights Act 1998 requires the Minister in charge of a Bill in either House of Parliament to make a statement, before second reading, about the compatibility of the provisions of the Bill with the Convention rights (as defined in section 1 of that Act). The Lord Falconer of Thoroton, Minister of State, Cabinet Office, has made the following statement:
"In my view the provisions of the Police (Northern Ireland) Bill are compatible with the Convention rights".
120. Clause 75 provides for clause 47 (severance arrangements), clause 71 (expenses), clause 72 (orders and regulations), clause 73 (interpretation), paragraph 1 of Schedule 7 (transitional and transitory provisions) and, insofar as it relates to paragraph 1 of Schedule 7, clause 74(3) to come into force on Royal Assent. The other provisions will come into force on such dates as the Secretary of State appoints by order.
