As a consequential Amendment to the Bill:—

Page     5,     line     40,     after second 'licences', insert 'provided the total licence payments resulting from this provision and all other provisions in the Act, the Gas Act 1986 and the Electricity Act 1989 do not rise for any individual licence holder by an amount in excess of the rate of inflation as determined by the Retail Price Index'.
