     Page 144, line 4, at end insert--
 
    ("(  )  In considering the interests of rail passengers in relation to railway passenger services and station services the Rail Passengers' Council shall have regard to the interests of--
    (a)  individuals who are disabled or chronically sick;
    (b)  individuals of pensionable age;
    (c)  individuals with low incomes; and
    (d)  individuals residing in rural areas,
but that is not to be taken as implying that regard may not be had to the interests of other descriptions of passenger.")
 
     Page 144, line 19, at end insert--
 
    ("(7D)  The Rail Passengers' Council has the duty of--
    (a)  making proposals, or providing advice and information, about passenger matters (including matters affecting passengers in different areas), and
    (b)  representing the views of passengers on such matters (including the views of passengers in different areas),
to public authorities, persons providing rail passenger services and other persons whose activities may affect the interests of passengers.
 
    (7E)  The Rail Passengers' Council shall publish advice and information about passenger matters which promote the interests of passengers, in such manner as it thinks fit.
 
    (7F)  Before deciding not to exercise these powers and duties, the Rail Passengers' Council must consider whether the public interest in the publication of advice and information is outweighed by any considerations of confidentiality attaching to it.
 
    (7G)  The Rail Passengers' Council shall direct--
    (a)  the Strategic Rail Authority;
    (b)  the Regulator;
    (c)  the provider of a rail passenger service,
to supply to it, in such form as it may reasonably specify, such information specified or described in the direction as it requires for the purpose of exercising its duties.
 
    (7H)  The Secretary of State may make regulations prescribing--
    (a)  descriptions of information which a body in subsection (7G) may supply to the Rail Passengers' Council;
    (b)  descriptions of information which a body in subsection (7G) may refuse to supply to the Rail Passengers' Council;
    (c)  a body which will act as an information arbiter to resolve disputes about the provision of information directed under subsection (7G).
    (7I)  A body in subsection (7G) refusing to comply with a direction from the Rail Passengers' Council shall appeal to the body designated in subsection (7H)(c) for a decision.")

     Insert the following new Clause-- 
     ("  .  After subsection (7) of section 41 of the Road Traffic Act 1988 there shall be inserted--
        (8) Regulations made under this section shall provide that vehicles licensed under section 3(5A) of the Goods Vehicles (Licensing of Operators) Act 1995 (international operations) shall be fitted with convenient means of access for inspection of the roof of the vehicle, in order to comply with the code of practice prescribed by section 33 of the Immigration and Asylum Act 1999."")

     Insert the following new Clause-- 
     ("  .  In section 41(2)(d) of the Road Traffic Act 1988 after "trailers" insert "and recovery vehicles".")Regulation of maximum weight for recovery vehicles.
