     Insert the following new Clause-- 
     ("  .--(1)  The Secretary of State shall publish an annual report and plan on the supply and training of commercial vehicle drivers.
 
    (2)  The report shall cover--
    (a)  shortages and surpluses in each region,
    (b)  backlog of vocational driving tests,
    (c)  shortages of suitable driving instructors, and
    (d)  shortages of examiners.")
Supply and training of commercial vehicle drivers: publication of annual report.
     Insert the following new Clause-- 
     ("  .--(1)  The Secretary of State shall publish an annual guide to the minimum cost per mile of legally operating a variety of goods vehicles.
 
    (2)  The Secretary of State shall not include any element of operating profit in the guide.
 
    (3)  The Secretary of State shall ensure that all United Kingdom taxes and duties are included in his calculations.
 
    (4)  The Secretary of State shall ensure that annual mileages of--
    (a)  50,000,
    (b)  75,000, and
    (c)  100,000,
are included in the guide.
 
    (5)  When producing the guide the Secretary of State shall consult any trade association, vehicle manufacturers or vehicle distributors he thinks fit.
 
    (6)  The guide for the second and subsequent years shall include the figures for the previous year.")
Publication of guide to operating costs.
     Insert the following new Clause-- 
     ("  .  In Schedule 3 of the Goods Vehicles (Licensing of Operators) Act 1995 (qualifications for standard licence), after paragraph 2(b) there is inserted--
    (c)  has within the last two years employed one or more drivers that he knew or suspected were illegally claiming unemployment benefits; or
    (d)  has within the last two years employed one or more drivers that were illegally claiming unemployment benefits and having failed to take suitable measures to ascertain whether or not they were claiming benefits or to remit national insurance deductions to the Contributions Agency."")
Operators' licences: good repute.
     Insert the following new Clause-- 
     ("  .--(1)  In the Goods Vehicles (Licensing of Operators) Act 1995, for section 3 substitute--Goods vehicle licences.
 Licence authorisations.     3.--(1)  A licence may authorise a goods vehicle to be used for the carriage of goods-- 
  
    (a)  on both national and international transport operations; or
 
  
    (b)  on national transport operations only.
    (2)  A person who uses a goods vehicle for carrying goods for hire or reward on international transport operations under a licence which covers the carriage of goods on national transport operations only is guilty of an offence and liable on summary conviction to a fine not exceeding level 4 on the standard scale."
 
     (2)  In section 13 of that Act (determination of applications for operators' licensing)--
    (a)  in subsection (1) omit the word "standard"; and
    (b)  omit subsections (2) and (4).")
 
     Insert the following new Clause-- 
     ("  .  In the Goods Vehicles (Licensing of Operators) Act 1995, section 4 shall cease to have effect.")Repeal of section 4 of 1995 Act (temporary exemptions.)
