    ("(  )  In making any decision under subsection 2(b) above the public authority shall, in particular, have regard to the public interest in communicating to the applicant factual information.")

    ("(  )  For the purposes of subsections 1(b) and 2(b) above, the fact that a matter is no longer under active consideration shall be prima facie evidence that the public interest in disclosure outweighs the public interest in maintaining the exclusion or exemption.")
