     Insert the following new Clause-- 
     ("  .--(1)  A person shall be able to hold both a stakeholder pension and an occupational pension concurrently and without financial penalty.
 
    (2)  Any rebates or extra monies that may be payable to a person, and which are greater for Stage 1 of the State Second Pension than for SERPS, shall be paid into a stakeholder pension.")

     Page 54, line 40, after ("satisfies") insert ("the conditions mentioned in subsection (1A) and") 
     Page 54, line 41, at end insert--
        ("(1A)  The conditions are--
      (a)  that the pension payable by way of the annuity provides a minimum weekly income at the date of retirement of £70 (disregarding any other pension or source of income), which sum shall be increased annually by such sum as shall ensure that income support is not payable;
      (b)  that an annuity providing only for the minimum income mentioned in paragraph (a) is increased annually by at least the relevant percentage (as defined in section 51(4));
      (c)  that arrangements are made in respect of the balance (if any) of a pension fund remaining after the purchase of the annuity--
            (i)  for the balance to be invested in such manner as to enable the fund to grow without liability to income tax; and
            (ii)  to secure that any withdrawals from the fund, whether of annual income or capital sums, are subject to income tax at the highest marginal rate of the individual.")

    ("(3A)  The Secretary of State may by regulations provide in relation to cases to which subsection (2) would otherwise apply that joint-claim jobseeker's allowance shall be payable in a couple's case, during the whole or a part of so much of the prescribed period as falls within paragraph (a) or (b) of that subsection, as if one or more of the following applied--
    (a)  the rate of the allowance were such reduced rate as may be prescribed;
    (b)  the allowance were payable only if there is compliance by each of the members of the couple with such obligations with respect to the provision of information as may be imposed by the regulations;
    (c)  the allowance were payable only if the circumstances are otherwise such as may be prescribed.")
