    (a)  in relation to Ireland, has been convicted of a terrorist offence or a scheduled offence, as defined in the Terrorism Act 2000, or
    (b)  is or has been a member of a proscribed Irish organisation within the meaning of that Act,
unless he has disavowed terrorism as defined by that Act.")

    ("(2A)  This section shall come into force on a day to be appointed by an order made by the Secretary of State; and the Secretary of State shall not make such an order unless he has previously laid before both Houses of Parliament a statement in relation to the Belfast Agreement (Cm 3883), stating that in his opinion and in the opinion of all parties to that Agreement all aspects of the Agreement have been implemented.
 
    (2B)  No order shall be made under subsection (2A) unless a draft of the order has been laid before, and approved by a resolution of each House of Parliament.")
 
  
After Clause 1
 
  
BY THE LORD LAMONT OF LERWICK
 
     Insert the following new Clause-- 
     (". Any person who is elected as a member of both the Northern Ireland Assembly and the legislature of Ireland shall receive no more than 50 per cent. of the office costs allowance payable to a member of the Northern Ireland Assembly.")Allowances for dual membership of legislature of Ireland and Northern Ireland Assembly.
     Insert the following new Clause-- 
     (". Any person who is elected as a member of both the Northern Ireland Assembly and the legislature of Ireland shall be paid 50 per cent. of the salary of a member of the Northern Ireland Assembly.")Salary for dual membership of legislature of Ireland and Northern Ireland Assembly.
     Insert the following new Clause-- 
     (". No person elected to the Parliament of the United Kingdom and also to the legislature of the Republic of Ireland may become a Minister of the Crown.")Disqualification from ministerial office in the United Kingdom.
     Insert the following new Clause-- 
     (". No person who is a member of the legislature of Ireland (the Oireachtas) may hold any ministerial position, or be a government whip, or be a member of the Government of the United Kingdom.")Disqualification from ministerial office in the United Kingdom (No. 2).
     Insert the following new Clause-- 
     (".--(1) No person may be appointed to ministerial office in the government of the United Kingdom if he is a member of the government of Ireland.
 
    (2)  A minister in the government of the United Kingdom ceases to hold office on becoming a minister in the government of Ireland.")
Disqualification from ministerial office in the United Kingdom (No. 3).
     Insert the following new Clause-- 
     (". No person who is a member of the legislature of Ireland (the Oireachtas) may be elected as Speaker or Deputy Speaker of the House of Commons.")Disqualification from election as Speaker or Deputy Speaker of the House of Commons.

     Insert the following new Clause-- 
     (". In section 29(5) of the Northern Ireland Act 1998 (which requires standing orders of the Assembly to make certain provision with respect to statutory committees), after "committee;" in paragraph (a) insert--
      (aa)  a member of the Assembly who is a Minister of the Government of Ireland or the chairman or deputy chairman of--
            (i)  a committee of the Da&#M171;il E&#M161;ireann (House of Representatives of Ireland),
            (ii)  a committee of the Seanad E&#M161;ireann (Senate of Ireland), or
            (iii)  a joint committee of the Oireachtas (National Parliament of Ireland),
 
 may not be the chairman or deputy chairman of a statutory committee;".") Disqualification for chairmanship etc. of statutory committee of Northern Ireland Assembly.

     (". This Act shall not come into force until legislation is passed by the legislature of Ireland removing the disqualification on members of the House of Commons and the House of Lords becoming members of the Irish legislature.")Commencement.
