The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Oxford.

1. Baroness Harris of Richmond—Angela Felicity Harris, having been created Baroness Harris of Richmond, of Richmond in the County of North Yorkshire, for life by Letters Patent dated in the afternoon of 6th August 1999, was introduced between the Baroness Hamwee and the Baroness Maddock, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

2. Baroness Howells of St Davids—Mrs. Rosalind Patricia-Anne Howells, OBE, having been created Baroness Howells of St. Davids, of Charlton in the London Borough of Greenwich, for life by Letters Patent dated in the afternoon of the 21st July 1999, was introduced between the Baroness Amos and the Lord Alli, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

3. Earl of Meath (Lord Chaworth)—John Anthony Earl of Meath (Lord Chaworth) sat first in Parliament after the death of his father, Anthony Windham Normand Earl of Meath, having first taken and subscribed the oath pursuant to statute.

4. Lord Catto—Stephen Gordon Lord Catto sat first in Parliament after the death of his father, Thomas Sivewright Lord Catto, having first taken and subscribed the oath pursuant to statute.

Public Business

9. Greater London Authority Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned.

10. Mozambique—The Lord Redesdale asked Her Majesty’s Government what steps they are taking to help reconstruction and development in Mozambique; after debate, the question was answered by the Baroness Amos.

11. Greater London Authority Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 96)
