1. Baroness Barker—Miss Elizabeth Jean Barker, having been created Baroness Barker, of Anagach in Highland, for life by Letters Patent dated in the afternoon of 31st July 1999, was introduced between the Baroness Hamwee and the Lord Wallace of Saltaire, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

2. Baroness Wilkins—Rosalie Catherine Wilkins, having been created Baroness Wilkins, of Chesham Bois in the County of Buckinghamshire, for life by Letters Patent dated in the afternoon of 30th July 1999, was introduced between the Lord Carter and the Lord Ashley of Stoke, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

3. Lord Seaford—Colin Humphrey Felton Lord Seaford sat first in Parliament after the death of his kinsman, John Osmael Lord Howard de Walden (Lord Seaford), having first taken and subscribed the oath pursuant to statute.

4. Leave of absence—It was ordered that the leave of absence granted to the Lord Milford be terminated.

5. Leave of absence—It was ordered that the leave of absence granted to the Lord Elystan-Morgan be terminated.

13. European Council: policing, immigration and judicial co-operation—The Lord Wallace of Saltaire asked Her Majesty’s Government what will be the significance of the European Council at Tampere on 15th and 16th October for United Kingdom policing, immigration control and judicial co-operation; after debate, the question was answered by the Lord Bassam of Brighton.

14. Welfare Reform and Pensions Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned after amendment 93.
