21.  HARMONISED VEHICLE REGISTRATION DOCUMENT

Letter from the Rt Hon Dr John Reid MP Minister of Transport, Department of the Environment, Transport and the Regions, to Lord Tordoff, Chairman of the Committee

  Thank you for your letter of 26 November[6] concerning the proposed European Directive on harmonised vehicle registration documents. I am pleased to note that the Committee has lifted the Scrutiny reserve.

  I can confirm that a Common Position was adopted on this draft Directive at the October 1998 Transport Council. It has now been forwarded to the European Parliament for consideration.

  For the purpose of this Directive, the term "trailer" relates to non-self propelled vehicles such as caravans. The Directive only requires these to be registered if the Member State's own legislation provides for this. The UK does not currently require trailers to be registered, so the Directive will not affect our existing arrangements.
