22.  PROPOSAL FOR A COUNCIL REGULATION (EC) AMENDING REGULATION (EEC) No. 2075/92 ON THE COMMON ORGANISATION OF THE MARKET IN RAW TOBACCO (5733/98)

Letter from Lord Tordoff, Chairman of the Committee, to Lord Donoughue, Parliamentary Secretary, Ministry of Agriculture, Fisheries and Food

  Sub-Committee D yesterday considered your explanatory memorandum on the proposed reform of the EC tobacco regime and lifted the scrutiny reserve. The Sub-Committee has asked me to write to you, stating their full support for your position on the reform of the regime.

  You will be aware that the Select Committee reported on "The EC tobacco regime" in March 1997 (13th Report, 1996-97, HL 73), concluding that "the subsidy of tobacco production in the European Community is a scandalous waste of taxpayers' money" (paragraph 37)[18]. The Sub-Committee wishes to re-iterate this point. It also notes that, aside from any health issues, there is scarcely a Community market for the tobacco produced due to its inferior quality.
