|Committee on Drugs Precursors||Article 10 of Council Regulation (EEC) No 3677/90 (as amended) laying down measures to be taken to discourage the diversion of certain substances to the illicit manufacture of narcotic drugs and psychotropic substances and Council Directive 92/109/EEC (as amended) on the manufacture and the placing on the market of certain substances used in the illicit manufacture of narcotic drugs and psychotropic substances.

Main items of business included:
Discussion of an amendment to the "sensitive" countries list to ensure that export authorisations were to those countries (the United Arab Emirates and Turkey) which had requested, through the United Nations, pre-export notifications in respect of certain chemicals, and to those countries (Colombia, Bolivia, Ecuador, Peru, Venezuela, Mexico and the USA) which had entered into bilateral agreements with the European Community (which also provide for pre-export notifications to be sent as requested). Unanimous agreement to amend Commission implementing Regulation 3769/92 reached on 15 July.
Consideration of informal Commission proposals for amendment to Council Regulation 3677/90 and Council Directive 92/109 to combat the problem of synthetic drugs.
Ist meeting of the Joint Follow-Up Group established under the precursor agreement with the USA held in Brussels on 10 October.
2nd meeting of the Joint Follow-Up Group established under the precursor agreements with the Andean countries held in La Paz, Bolivia on 16 -17 October.
Updated draft guide for investigators circulated to all Member States.
4th EC training seminar on precursors held in Stockholm in October.
Joint US/EC conference on chemical diversion held in Prague in February and follow-up meeting in Lisbon in October.
|Committee on a Uniform Format for Visas (UFV Committee)
||Article 6 of Council Regulation (EC) No 1683/95 which lays down a uniform format for visas
||IIIb||Meets annually. At 1997 meeting had two objectives:|
To place a bulk order on behalf of Member States with the UFV kinegram (a security device which is part of the UFV) suppliers; and
A request from the Commission to Member States that they prepare papers detailing their experience of fraud of the UFV and the measures that could be taken to prevent such fraud for discussion at this year's meeting on 18 September.

||IIb||This Directive is due to be implemented in Member States by 24 October 1998. There was one meeting of the Committee in 1997. Member States reported progress on implementing the Directive. There was general discussion on the transfers of personal data to third countries.
