8.  In our last special report we invited the Liaison Committee to consider whether all Departments should, in future, respond succinctly in writing to those recommendations from this Committee for which they were responsible.[3] The Liaison Committee has not yet had an opportunity to consider our special report, but in the meantime the Committee has received a written response to its 3rd report, on the Pollution Prevention and Control Bill [HL],[4] in the form of a letter to the Chairman from Lord Whitty, Minister for Roads, Department of the Environment, Transport and the Regions. For the convenience of members of the House at Committee stage, the Minister's letter has been placed in the Library of the House.

9.   This Committee will not normally expect to comment on Government responses to its reports, which it regards as being prepared for the assistance of the House. It is for the House in Committee to consider the adequacy of the response
