After Clause 3
 
  
BY THE LORD CLIFFORD OF CHUDLEIGH
 
     Insert the following new Clause-- 
     ("  .  Section 1 shall not apply in respect of any proceedings in the House of Lords on a constitutional bill or a bill including constitutional provisions, and any person who is or becomes the holder of a hereditary peerage shall be entitled to sit and vote on such proceedings.")Constitutional bills: voting rights of hereditary peers.
