    '(4A) If, before the expiry of the period of three years from the date of the passing of this Act, a Minister of the Crown has not introduced into either House of Parliament a Bill providing for the election of two-thirds of the members of the House of Lords by those entitled to vote in an election for the House of Commons subsection (3) shall cease to have effect.

    (4B) If subsection (3) ceases to have effect as provided for in subsection (4A), the Secretary of State shall by regulations provide for the 90 people mentioned in subsection (2) to be elected by those persons entitled to vote in an election for the House of Commons.'.
