  PART III
  GENERAL
Meaning of financial year.     31. In this Act "financial year" means a year beginning with 1st April.
 
Finance.     32. - (1) There shall be paid out of money provided by Parliament-
 
 
    (a) any increase attributable to this Act in the sums so payable under any other enactment;
 
    (b) any expenses of the Secretary of State under this Act.
      (2) The Secretary of State may make grants to the Audit Commission, out of money provided by Parliament, in respect of expenditure incurred or to be incurred by the Commission under this Act.
 
      (3) The National Assembly for Wales may make grants to the Audit Commission in respect of expenditure incurred or to be incurred by the Commission under this Act.
 
Repeals.     33. The provisions mentioned in Schedule 2 are repealed to the extent specified, subject to any provision of that Schedule.
 
Extent.     34. - (1) Subject to subsection (2), this Act extends to England and Wales only.
 
      (2) An amendment by this Act of a provision of another Act has the same extent as the provision amended (except in the case of section 20 and Part I of Schedule 2).
 
Short title.     35. This Act may be cited as the Local Government Act 1999.
