BY THE EARL OF CAITHNESS
 
450PAA*       Insert the following new Clause-- 
     (" .--(1)  There shall be a body to be known as the London Planning Committee.
 
    (2)  The London Planning Committee shall--
    (a)  consider and advise the Mayor and the local planning authorities in Greater London on matters of strategic importance relating to the planning and development of Greater London;
    (b)  inform the Secretary of State of its views and the views of those authorities concerning such matters including any such matters as to which he has requested their advice;
    (c)  inform the local planning authorities for areas in the vicinity of Greater London, or any body concerned with planning on which those authorities and the local planning authorities in Greater London or the Mayor are represented, of its views and the views of the local planning authorities in Greater London concerning any matters of common interest relating to the planning and development of Greater London and those areas,
and the London Planning Committee may, if it thinks fit, contribute to the expenses of any such body as is mentioned in paragraph (c).
 
    (3)  The Mayor may not publish the Spatial Development Strategy until it has been approved by the London Planning Committee.

450G     Insert the following new Clause-- 
     ("  .--(1)  There shall be an unincorporated body of persons to be known as the Environment Strategy Group for London.
 
    (2)  The Environment Strategy Group shall have--
    (a) the function of providing advice to the Mayor on the contents and implementation of--
          (i) the "state of the environment report";
          (ii) the "municipal waste management strategy";
          (iii) "the London Biodiversity Action Plan",
          (iv) the "London air quality strategy";
          (v) the "London ambient noise strategy"; and
          (vi) the "London water action plan", and
    (b) such other functions as may be conferred or imposed on, or made exercisable by, them by or under any other enactment, whenever passed or made.
    (3)  The Environment Strategy Group shall formulate and submit to the Mayor--
    (a) a draft "state of the environment report";
    (b) a draft "municipal waste management strategy";
    (c) a draft "London air quality strategy";
    (d) a draft "London ambient noise strategy"; and
    (e) a draft "London water action plan".")

451     Insert the following new Clause-- 
     ("  .--(1)  The Mayor shall prepare and publish a document to be known as the "River Thames Strategy". 
        6    (2)  The River Thames Strategy shall contain the Mayor's proposals and policies for the use, enhancement and protection of the river and riverside known as the "Thames Policy Area". 
     (3)  In preparing the Strategy the Mayor shall seek to promote and encourage holistic and integrated approaches to the strategically significant features of the river including--
    (a)  river transport,
    (b)  river economy,
    (c)  river ecology and wildlife habitats,
    (d)  river heritage and the built environment,
    (e)  recreation and leisure, and
    (f)  public access, amenity and open spaces,
and the River Thames Strategy may contain such other proposals and policies relating to the River Thames as the Mayor may consider appropriate.
 
    (4)  The River Thames Strategy shall contain information about--
    (a)  the measures that are to be taken for the implementation of the River Thames Strategy by the Authority, Transport for London, and the London Development Agency; and
    (b)  the measures that other persons or bodies are to be encouraged to take by the Mayor.
    (5)  In preparing or revising the River Thames Strategy the Mayor shall consult--
    (a)  the Port of London Authority,
    (c)  the Environment Agency,
    (d)  each riparian London borough council,
    (e)  the Common Council,

    (f)  British Waterways, and
 
 
    (g)  any other person or body whom the Mayor considers it is appropriate to consult.")
