     Insert the following new Clause-- 
     ("  .  A bill may be carried over from one session to another, subject to having complied with the provisions of section 1, but shall be deemed to have been rejected if not passed within twelve months following the date of its second reading in the House in which it is first introduced.)Carry-over of bills.

     Insert the following new Clause-- 
 Departmental select committees 
     ("  .--(1)  A minimum of eight days a session shall be reserved in the House of Commons for debates on reports of departmental select committees.
 
    (2)  The reports debated under this section shall be nominated by the Liaison Committee of the House of Commons.
 
    (3)  The reports debated under this section may be debated on substantive motions, the terms of each motion to be determined by the select committee issuing the report.")
