    Fallon Inquiry—Minute dated 9th July concerning liabilities proposed to be accepted by the Secretary of State for Health in connection with the Committee of Inquiry into the Personality Disorder Unit, Ashworth Special Hospital (the Fallon Inquiry).      (—)

2. Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    4. National Health Service (General Dental Services) (Scotland) Amendment Regulations 1998, laid under the National Health Service (Scotland) Act 1978;      (1663)

    5. (i)      National Health Service Superannuation Scheme (Scotland) Amendment Regulations 1998—      (1593)

    (ii) National Health Service (Scotland) (Injury Benefits) Regulations 1998—      (1594)

    laid under the Superannuation Act 1972;

    6. Prisons and Young Offenders Institutions (Scotland) Amendment Rules 1998, laid under the Prisons (Scotland) Act 1989;      (1589)

    7. (i)      Motor Vehicles (Tests) (Amendment) Regulations 1998—      (1672)

    (ii) Good Vehicles (Plating and Testing) (Amendment) Regulations 1998—      (1671)

    laid under the Road Traffic Act 1988;

    8. Public Service Vehicles (Conditions of Fitness, Equipment, Use and Certification) (Amendment) Regulations 1998, laid under the Public Passenger Vehicles Act 1981.       (1670)

3. Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report for 1997-98 of the Director General of the National Lottery, laid under the National Lottery etc. Act 1993.

Public Business

4. Data Protection Bill [HL]— The Commons amendments were considered and agreed to and the privilege amendment was agreed to.

5. Education (Northern Ireland) Order 1998—It was moved by the Lord Dubs that the draft Order laid before the House on 8th June be approved; after debate, the motion was agreed to.

6. Producer Responsibility Obligations (Northern Ireland) Order 1998—It was moved by the Lord Dubs that the draft Order laid before the House on 1st June be approved; after debate, the motion was agreed to.

7. Pensions (Amendment) Bill [HL]— It was moved by the Lord Morris of Manchester that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

8. Sexual Orientation Discrimination Bill [HL]— The order of commitment was discharged.

9. Criminal Appeal (Amendment) Bill [HL]— A bill to add to the verdicts or findings which may be subject to a reference to the court by the Criminal Cases Review Commission was presented by the Lord Ackner, read a first time and ordered to be printed. (HL Bill 142)

The House was adjourned at a quarter before three o’clock

to Monday next, half-past two o’clock.
