47. CAR EMISSION AND FUEL QUALITY STANDARDS (THE AUTO-OIL" PROGRAMME)

Letter from Baroness Hayman, Parliamentary Under Secretary of State, Department of the Environment, Transport and the Regions, to Lord Tordoff, Chairman of the Committee

  Jimmy Hood has written to me about a delay which has occurred in providing supplementary explanatory memoranda on the car emissions and fuel quality proposals. In fact I recently signed these documents and they should by now be with your Committee.

  I do apologise for the very long delay which has occurred in sending you these. They have been available for some time but it was our intention to provide compliance cost assessments (CCAs) at the same time and these have taken considerably longer than expected to prepare. Since we are still a little way from finalising the CCAs however the EMS have been despatched to enable them to be taken in the current session.

  I can assure you that this will in no way affect the Committee's opportunity to give proper consideration to these matters. The main focus of activity with regard to these proposals is now in the European Parliament which has just begun its Second Reading on the proposals; we wait to see what amendments will emerge. Following this, in the Spring, conciliation between the Council and the Parliament is likely. We are monitoring the situation very closely, particularly of course with the UK's forthcoming Presidency very much in mind, and will keep you informed of developments. Meanwhile the CCAs will be finalised and forwarded as quickly as possible.
