  Document 7158/97 has been scrutinised by Sub-Committee A and the Select Committee. We note that your Explanatory Memorandum of 22 May refers to a number of options for facilitating EU participation in the Heavily Indebted Poor Countries (HIPC) debt initiative which will be considered by Ministers in due course.

  We think that the HIPC debt initiative raises important issues about the relationship between the EU and the Lome« countries. We should be grateful to be kept informed of developments in handling these issues. This letter does not raise the scrutiny reserve on document 7158/97.
