Lord Stallard: My Lords, before the noble Lord sits down would he care to deal with the point that I made about Section 135, under which the Secretary of State already has powers, within an Act of Parliament, to take into account variations in local authority charges and the amounts being contracted in the operation of preserved rates of income support? The power already exists. The Secretary of State need only implement it. That is the least that I expected to hear tonight.

Lord Lucas: My Lords, that is a complicated point to answer, and I shall write to the noble Lord with a full, and I hope satisfactory, explanation.
